To unlock the Arbiter of Ash encounter in Path of Exile 2, players must first gather three unique items called Crisis Fragments. Each fragment is obtained by defeating one of three powerful Citadel bosses scattered across the Atlas of Worlds. These bosses and their corresponding fragments are:
Ancient Crisis Fragment – dropped by Count Geonor in an Iron Citadel
Faded Crisis Fragment – dropped by Jamanra the Abomination in a Copper Citadel
Weathered Crisis Fragment – dropped by Doryani, Royal Thaumaturge in a Stone Citadel
Players need to complete at least one boss run in each of these Citadel types to collect the three fragments. Alternatively, fragments can sometimes be purchased or traded from other players.
Once all three Crisis Fragments are acquired, players travel to the Burning Monolith node on their Atlas map. The Burning Monolith is a distinct red-glowing tower near the starting zone of the Atlas. At the base of this structure is a sealed passageway door with slots for the Crisis Fragments.
To initiate the Arbiter of Ash encounter, players insert the three Crisis Fragments into the door’s sockets, which then unlocks access to the elevator descending into the Arbiter’s lair. After the door is activated, players face the Arbiter of Ash, the Atlas’ final and most punishing pinnacle boss.
Unlocking the Arbiter of Ash requires preparation, as the fight features complex attack patterns and multiple phases demanding high agility, precise dodging, and strong damage output to survive. The effort to gather Crisis Fragments and access the boss is designed to be a challenging culmination of Path of Exile 2’s endgame progression.

Defeating the three Citadel bosses to obtain their unique Crisis Fragments
Traveling to the Burning Monolith node on the Atlas map
Inserting the fragments into the passageway door to unlock access
